**Location:** Austin, Texas
**Duration:** September 1, 2026 – August 31, 2027 (renewable up to 3 additional years)
**Hours:** Monday–Friday, 8:00 AM–5:00 PM; 8 hours per day including core hours 9:00 AM–3:30 PM Central Time
**Overview**
A Texas state agency seeks an advanced, senior-level Business Analyst to support multiple projects focused on improving outcomes for students. This position will work on major enhancements and rewrite efforts, serving as the conduit between the program/customer community and the software development team through which requirements flow. The Business Analyst will be involved throughout the entire software development life cycle, from requirements elicitation through post-implementation enhancements, with a focus on requirements management and verification.
**Key Responsibilities**
- Analyze user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems
- Elicit requirements using joint application development (JAD), interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis
- Transform information from elicitation sessions into business and functional requirements, use cases, user stories, software requirements specifications documents, wireframes, and mockups
- Use standard templates and simple, unambiguous, and concise natural language for all requirements documentation
- Act as a mentor to peers and colleagues in disseminating best practices and proactively seek out training opportunities
- Use agency tools such as Jira and Modern Requirements to manage the change control process, participate in the SDLC, and track and communicate requirements status
- Manage the requirements specification and verify the fulfillment of all requirements, including requirements for enhancements post-implementation
**Required Qualifications**
- 8+ years of experience eliciting requirements from interviews with customers and creating well-written system requirements
- 8+ years of experience with software development life cycles (SDLCs)
- 8+ years of business process re-engineering and software process flow improvement experience
- 8+ years of experience developing user stories and use cases that conform to business analysis best practices
- 8+ years of experience designing mockups and/or wireframes that conform to UX best practices
- 5+ years of demonstrated strong communication and facilitation skills
- 5+ years of demonstrated strong writing and organization skills
- 3+ years of documented experience working for or closely with a federal/state/local education agency or education vendor
- 2+ years of documented work experience with the issue tracking software "Atlassian Jira"
- 2+ years of documented work experience with the requirements management software "Modern Requirements"
**Work Location & Requirements**
- Hybrid position with option to work 80%–100% remotely
- Primary work location is in Austin, Texas when onsite
- Must be available during core business hours including 9:00 AM–3:30 PM Central Time
- May be required to work outside normal business hours on weekends, evenings, and holidays as requested
- All travel, per diem, parking, and living expenses are at the candidate's expense
- Must pass criminal background check as authorized by Texas law
- Total estimated hours shall not exceed 1,984 hours for the contract period
