**Location:** Austin, Texas
**Duration:** September 1, 2026 – August 31, 2027 (up to 1,984 hours; renewable for up to 3 additional fiscal years)
**Hours:** Monday–Friday, 8:00 AM–5:00 PM; 8 hours per day including core hours 9:00 AM–3:30 PM Central Time
**Overview**
This senior-level Business Analyst position supports a state education agency working on multiple projects focused on improving outcomes for students. The role emphasizes major system enhancements and rewrite efforts. The Business Analyst serves as the critical conduit between the program/customer community and the software development team, managing requirements flow throughout the entire software development life cycle. After establishing the requirements baseline, the focus shifts to managing the requirements specification and verifying fulfillment of all requirements, including post-implementation enhancements.
**Key Responsibilities**
- Analyze user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems
- Elicit requirements using joint application development (JAD), interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis
- Transform information from elicitation sessions into business and functional requirements, use cases, user stories, software requirements specifications documents, wireframes, and mockups
- Use standard templates and simple, unambiguous, and concise natural language for all documentation
- Act as a mentor to peers and colleagues in disseminating best practices and proactively seek out training opportunities
- Use agency tools such as Jira and Modern Requirements to manage the change control process, participate in the SDLC, and track and communicate requirements status
- Verify fulfillment of all requirements throughout the software development life cycle
- Manage requirements specifications and support enhancements post-implementation
**Required Qualifications**
- 8+ years of experience eliciting requirements from interviews with customers and creating well-written system requirements
- 8+ years of experience with software development life cycles (SDLCs)
- 8+ years of business process re-engineering and software process flow improvement experience
- 8+ years of experience developing user stories and use cases that conform to business analysis best practices
- 8+ years of experience designing mockups and/or wireframes that conform to UX best practices
- 5+ years of demonstrated strong communication and facilitation skills
- 5+ years of demonstrated strong writing and organization skills
- 4+ years of documented experience working for or closely with a federal/state/local education agency or education vendor
- 2+ years of documented work experience with the issue tracking software "Atlassian Jira"
- 2+ years of documented work experience with the requirements management software "Modern Requirements"
**Work Location & Requirements**
- Hybrid position with option to work 80%–100% remotely
- Core hours between 9:00 AM and 3:30 PM Central Time must be available
- May be required to work outside normal business hours on weekends, evenings, and holidays as requested (overtime at quoted hourly rate with pre-approval)
- All travel, per diem, parking, and living expenses are at the candidate's and/or vendor's expense
- Must submit to and satisfy criminal background checks as authorized by Texas law
- Must abide by all agency workplace rules and procedures including completing required forms and training
- Must limit usage of software tools to those specifically approved by the agency
