**Duration:** September 2, 2026 – March 31, 2027 (up to 1144 hours)
**Hours:** Monday – Friday, 8:00 AM – 5:00 PM (excluding state holidays)

**Overview**
A Texas state agency seeks an experienced Business Analyst 3 to serve as the critical bridge between business stakeholders and technology teams. This role focuses on analyzing current legacy systems, identifying inefficiencies, and translating business needs into actionable technical solutions that improve operations and meet program goals. The analyst will work closely with program teams to document requirements that can be shared with vendors once selected, ensuring the right solutions are delivered to meet stakeholder needs. This position requires 8 or more years of experience, with the ability to independently perform a variety of complicated tasks with a wide degree of creativity and latitude.
**Key Responsibilities**
- Act as the critical bridge between business stakeholders and technology teams to analyze legacy systems and identify inefficiencies
- Meet with stakeholders through interviews, workshops, and surveys to discover business needs
- Translate abstract ideas into structured Business Requirement Documents (BRDs) and Functional Requirement Documents (FRDs)
- Create use cases and process maps to visually represent current versus future state
- Negotiate requirement trade-offs and manage expectations regarding project timelines and costs
- Participate in the testing phase by creating test cases and ensuring the final product meets original requirements
- Serve as the central point of contact between users, technical teams, and stakeholders throughout the project lifecycle
- Review, analyze, and evaluate business systems and user needs
- Formulate systems to parallel overall business strategies
- Prepare solution options, risk identification, and financial analyses such as cost/benefit, ROI, and buy/build assessments
- Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs
**Required Qualifications**
- 8+ years of experience analyzing current legacy systems, identifying inefficiencies, and translating business needs into actionable technical solutions
- 8+ years of experience working with program/project teams to document requirements and UAT
- Minimum 5 years of experience serving as a liaison between the business community and IT teams (Architecture, Project Delivery, Application Sustain, etc.)
- Experience with business process reengineering and identifying new applications of technology to business problems
- Familiarity with industry standard business process mapping and reengineering
**Preferred Qualifications**
- 8+ years of experience translating abstract ideas to business requirements in a structured way
- Strong experience as a Data Analyst in analyzing raw data
- Project management experience with PMP certification
**Work Location & Requirements**
- Position is onsite at 701 W. 51st Street, Austin, TX 78751 with no remote work option
- Local candidates only; must already reside in Texas
- May be required to work outside normal business hours on weekends, evenings, and holidays as requested
- All travel, per diem, parking, and living expenses are at the candidate's expense
- Must pass criminal background check as authorized by Texas law
- Must sign an Acceptable Use Agreement and Contractor Integrity Agreement as conditions of employment
