**Duration:** September 1, 2026 – February 28, 2027 (up to 1,040 hours)
**Hours:** Monday–Friday, 8:00 AM – 5:00 PM (excluding state holidays); occasional evenings, weekends, and holidays as needed

**Overview**
A Texas state agency seeks a Business Analyst 3 to support front-line business operations within the Vital Statistics Section (VSS). VSS collects, registers, and amends vital records for legal and administrative purposes and uses vital records data for mission-critical public health purposes. The selected candidate will continue work on the Texas Electronic Vital Events Registrar (TxEVER) System and exceptional items to ensure continuity of business operations across multiple areas within VSS. This is a retention position to respond to increased demand for vital records services.
The Business Analyst will review, analyze, and evaluate business systems and user needs; formulate systems to parallel overall business strategies; and apply business process reengineering and technology solutions to make business operations more effective. The role includes preparing solution options, risk identification, and financial analyses such as cost/benefit, ROI, and buy/build assessments, as well as writing detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
**Key Responsibilities**
- Review, analyze, and evaluate business systems and user needs to formulate systems that parallel overall business strategies
- Support front-line business operations across multiple areas within the Vital Statistics Section
- Continue work on the Texas Electronic Vital Events Registrar (TxEVER) System and exceptional items to ensure continuity of business operations
- Apply business process reengineering and identify new applications of technology to business problems
- Conduct industry-standard business process mapping and reengineering
- Prepare solution options, risk identification, and financial analyses such as cost/benefit, ROI, and buy/build assessments
- Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs
- Manage small to medium-sized projects when needed
- Create project work plans and produce accurate work estimates and monitor progress
- Gather, organize, and analyze facts; recommend solutions and resolve work-related problems
- Prepare concise reports or appropriate responses for the review and/or signature of section managers and/or directors
- Maintain statistical and accounting records and produce data summaries
- Establish priorities, organize tasks, and assign and direct the work of others
**Required Qualifications**
- 8+ years of knowledge of and ability to interpret Texas Vital Statistics laws, policies, procedures, and regulations
- 8+ years of knowledge of MS Office Suite (Word, Excel, PowerPoint, Project, and Visio)
- 8+ years of skill in project planning and organization
- 8+ years of skill in business analysis methodologies
- 8+ years of skill in analyzing and evaluating complex information technology applications, policies, and issues
- 8+ years of skill in developing creative and workable solutions to complex problems and issues
- 8+ years of skill in communicating effectively both verbally and in writing with individuals and groups
- 8+ years of skill in using initiative and independent judgment and managing time effectively to establish priorities, organize tasks, and assign and direct the work of others
- 8+ years of skill in establishing and maintaining effective working relationships, including the ability to work with people under pressure, negotiating with multiple parties, and resolving conflicts
- 8+ years of skill in reading, interpreting, and understanding material to prepare concise reports or appropriate responses for the review and/or signature of section managers and/or directors
- 8+ years of skill in gathering, organizing, and analyzing facts, recommending solutions, and resolving work-related problems

**Work Location & Requirements**
- Position is onsite at the primary work location; no remote work
- Local candidates only; must already reside in Texas (out-of-state candidates planning to relocate will not be accepted)
- All travel, per diem, parking, and/or living expenses are at the candidate's and/or vendor's expense
- May be required to work outside normal business hours on weekends, evenings, and holidays as requested
- Must sign an Acceptable Use Agreement as a condition of employment
- Must sign and return an Information Technology Staff Augmentation Contractor Integrity Agreement before a purchase order is issued
- Must sign and return an Information Security Cybersecurity Training Acknowledgement before a purchase order is issued
- Must submit to and satisfy a criminal background check conducted within six months prior to the issuance of any purchase order
