Job description

**Location:** Austin, Texas **Duration:** September 1, 2026 – August 31, 2027 (up to 2,008 hours; renewable for up to three one-year optional renewals) **Hours:** Monday–Friday, 8:00 AM–5:00 PM (excluding state holidays); overtime may be required on evenings, weekends, and holidays as requested **Interview Mode:** In person or through Microsoft Teams **Overview** A Texas state agency seeks a Senior Data Analyst to support integrated eligibility systems through business and data analysis. The role involves leading Joint Application Development (JAD) sessions, eliciting requirements, documenting business processes, and translating business needs into actionable insights. The ideal candidate will possess strong SQL skills, experience with data quality analysis, and the ability to design dashboards, KPIs, and performance measures to support data-driven decision-making. This position requires full SDLC involvement from requirements through implementation. The analyst will understand business objectives and problems, identify alternative solutions, and perform cost/benefit analysis. Responsibilities include conferring with organizational units to analyze current operational procedures, identify problems, and learn specific input and output requirements. The analyst will write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs, and review system capabilities, specifications, and scheduling limitations to determine feasibility within existing systems. **Key Responsibilities** - Analyze user requirements, procedures, and problems to automate processing or improve existing computer systems - Lead JAD sessions and elicit requirements from stakeholders - Document business processes and analytical findings - Develop and execute complex SQL queries and joins - Perform data quality analysis and translate business needs into actionable insights - Design dashboards, KPIs, and performance measures to support data-driven decision-making - Confer with personnel of organizational units to analyze current operational procedures and identify problems - Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs - Review computer system capabilities, specifications, and scheduling limitations to determine feasibility of requested programs or changes - Support the design, development, and delivery of technology solutions - Participate in full SDLC activities from requirements through implementation **Required Qualifications** - 8+ years of experience in IT, supporting the design, development, or delivery of technology solutions - 8+ years of experience with Integrated Eligibility systems, including full SDLC involvement (requirements through implementation) - 8+ years of experience in business analysis and data analysis - 8+ years of experience conducting JAD sessions, eliciting requirements, and documenting business processes and data analysis findings - 8+ years of experience using SQL, including the ability to create and execute complex joins - 8+ years of experience analyzing data quality - 8+ years of experience designing dashboards, including measures and KPIs **Preferred Qualifications** - 4+ years of experience with the Texas Integrated Eligibility Redesign System (TIERS) **Work Location & Requirements** - Hybrid position: 2 days onsite (Monday and Thursday) at the primary work location in Austin, Texas; 3 days remote (subject to change per the hiring team) - Candidates must be local to the Austin area (within 50-mile radius) and currently reside in Texas - All travel, per diem, parking, and living expenses are at the candidate's expense - May be required to work remotely up to 100 percent of the time at agency discretion - May be required to work outside normal business hours on weekends, evenings, and holidays as requested - Must pass criminal background check - Must sign an Acceptable Use Agreement and Contractor Integrity Agreement as conditions of employment
